WHISPERING OAKS HOMEOWNERS ASSOCIATION

APRIL 12, 2008 - SPECIAL MEETING


A special meeting of the Whispering Oaks Homeowners' Association met at the St. Augustine Beach Library at 9:30 am on April 12, 2008. The following Board members were present: Bob Parker, Vice President; Pat Moyer, Treasurer; Walt Walton, Director; Nick Binder, Director and Bette Mac Dowell, Secretary. The meeting was called to order by Vice President, Bob Parker, at 9:40 am.

Bob announced that only one item was on the agenda for the meeting. This was to find a solution to the high costs of maintaining the gates. Intentional damage has become an unsustainable expense for our association to continue supporting. He said that in one instance vandals broke the front gate motor only 2 hours after it had been repaired.

Bob said that infra-red lens are needed on the surveillance cameras so that license plates are clearly visible on the tapes.

Nick Binder commented that the increase in vandalism has been since June 2007 when the Madrid Street gates closed 24/7. He said that the St. Augustine Beach Police Department is aware of the problem.

Pat Moyer, Treasurer, read the Financial Report. She next read the costs for various gate options. She stated that the rising costs of repairing the damaged gates cannot be supported by our present budget if the vandalism continues.

Joe Price commented that closing the Madrid Street entrance was against St. Johns County's code. If closed, vehicles would be forced to use residents' front lawns to turn around. He said that a cul-de-sac would be required for proper traffic flow.

John Ragosta suggested that we contact Gary Larson for the county code rulings on this possible road closure.

Joe Price offered to draw plans for gates made of materials which would be more cost friendly. This would enable us to replace the gates at a reduced price but keep a quality appearance.

After much discussion from the floor, the following suggestions were:

1. Fix the Madrid Street gate for the cost of $6,000 - hope that damage will not
reoccur.
2. Add infra-red lens to Beach Blvd. cameras. Add lites, cameras, motion detectors,
and warning signs to prevent future vandalism at the Madrid Street gate.
3. Obtain additional prices for repairs from other gate companies.
4. Consider a cheaper decorative replacement gate in place of the existing one.

No final decisions were made at this time for the repair, replacement or closure of the Madrid Street gates.

The meeting was adjourned at 11:45 am
