WHISPERING OAKS HOMEOWNERS ASSOCIATION

February 21, 2009 Minutes

As requested, Landscape Committee Chairman Bobby Crum presented a detailed projection of costs to replace plants damaged by winter freezes and to improve the appearance of barren sections of Big Magnolia Court. The Board authorized him to spend up to $1,050 for these purposes.

The Board instructed Dave Anderson to write a letter to Rick Doucette indicating disapproval of a rope swing that is on Commons property near the Doucette house, and requesting that he remove it because of liability concerns.

Bette MacDowell submitted a police report concerning the February 4 incident that resulted in serious damage to the key pad at the oceanside gate. Anderson will pursue this matter for the purpose of recovering funds from the the driver's insurance company. The Board is considering the feasibility of upgrading the key pad when it is replaced.

Anderson said he had received statements of duty preferences and had made changes in assignments reflecting the wishes of two Board members. Bette MacDowell will no longer serve as secretary, and will supervise repair and maintenance of gate-related facilities, replacing Bob Parker and former Board member Nick Binder in that role. Pat Moyer will continue as treasurer for 2009 only. Anderson said he would serve as acting secretary until another replacement volunteers. The Board instructed Anderson to notify residents of these changes, and to refer WOHA members to Bette MacDowell to report gate problems.

Walt Walton and Bob Parker updated the Board on lighting issues, and Walton said he would repair the damaged section of fence on Ewing Street. He also said he would find our from the subcontractor when ground will be broken on the Maratea Beach Access Walkway. Both reported witnessing intrusions on WOHA premises without authorization, and described their efforts at deterrence. The Board noted a likely increase in trespassing when the walkway is built, and the possible need for greater security measures at that time.

The Board authorized Anderson to order a sign reading "All Vehicles Please Temporarilu Use Madrid Street Entrance"" for posting at the oceanside gate when necessary. Anderson postponed a discussion of power washing the gates until next month because of a shortage of time.

Anderson said that in response to a request from Andy Birchall, he would inform Board members of regularly scheduled Board meeting dates for the remainder of the year. Here are the dates, all at 10 a.m. Saturdays at the Island Branch Library:

March 14, April 18, May 16, June 13, July 18, August 15, September 19, October 10, November 14 and December 12. (Board members will continue to receive meeting notices from the secretary.)
