Whispering Oaks Homeowners’ Association

Minutes From Board Meeting

July 13, 2007


Board members in attendance included Dave Anderson, John Ragosta, Pat Moyer, Bob Parker, and Bill Walton. President Dave Anderson called meeting to order. Pat Moyer informed the board that the new lock box required by the Fire Department for the Madrid street gate had come in and was installed by Hardwick fence. Cost of new box was $160.00.

First order of business was to discuss options regarding repair or replacement of damaged front gate. Damaged gate was picked up by Hardwick fence and sent to Ideal fence, the manufacturer for inspection. Originally Hardwick Fence informed us that if we bought a new gate for the right side we would be obligated to follow new code which requires that space between gate rungs not exceed 2”. This would force us into replacing the left side as well for a total cost of $16,000. Pat Moyer told Hardwick Fence this was unacceptable. Ideal Fence then said it could be repaired for $8,000 which would enable us to avoid new code, however, Ideal could not tell us how long repair would hold. Ideal then came up with a new alternative. Instead of buying a new gate portion they could build one which would then be a repair that would have the life expectancy of a new gate for a cost of $6,500.

Board then discussed other alternatives. This included a new cheaper gate such as a swing gate or railroad arm gate. Board also recommended we contact a local welder to find out what they would want to build a replacement gate so we could compare it tlo Ideal’s cost. Bob Parker agreed to contact a local welder.

Bobby Crum discussed status of landscaping around newly dug ponds and asked the board to approve an additional planting of annual flowers each year to keep up appearances. This would increase annuals planted by Ranger Bob from 2 plantings a year to 3 at an additional cost of $200 per year. Board approved Bobby Crum’s request.

Bill Walton said he is interviewing vendors to resurface the roads in Whispering Oaks. In addition to Duval Asphalt bill said he is looking into some vendors from Daytona. It was discussed that we may have to resurface roads in phases over a 2 or 3 year period.
