Minutes From Board Meeting

July 20, 2007


Board members in attendance included Dave Anderson, John Ragosta, Pat Moyer, Bob Parker, Nick Binder. President Dave Anderson called meeting to order. First order of business was a report by Bob Parker on the status of electrical work. All lighting out side front gate is complete. All but five lamp posts have been installed. Some lamp posts still need to be cemented in ground. Pat Moyer said she wanted to look at the lighting outside the front gate to determine if more lighting is needed on the south side. Bob Parker said Tim was scheduled to resume work July 21.

Pat Moyer suggested the palm bush across from Thurston’s house be pruned or removed because it impairs the vision of drivers and is dangerous. John Chichin has agreed to let WOHA use his well and hose to water the new plantings around the pond across the street from MacDowell’s house.

Bob Parker suggested we hold a Community picnic and community garage sales. Not necessarily on the same day. Tentative dates were set as:

The second Saturday in September for Garage Sale and second Saturday in November for picnic. Nick suggested we ask the Bill and Darlene Griffith if they would make their vacant lot available for the picnic. Bob Parker agreed to serve as chairman to oversee volunteers to make these events happen.

Dave Anderson stated the quarterly newsletter would go out next week. It was agreed a request for volunteers to contact Bob to assist in organizing the garage sale and picnic.

Nick brought up the fact that the new walkway to the beach is scheduled to begin in November 2007 and be completed by March 2008.

In the treasurer’s report Pat Moyer indicated we have $4,155.87 in the checking account and about $6,000 in operating expenses remaining for the year. She indicated that we would have to use funds in reserve to pay for the gate repair and subsidize the remaining 2007 operating expenses. Reserve fund has $22,000 of which $8,000 is already earmarked for road resurfacing.

We have been informed that if Ideal is chosen to build a gate it will be guaranteed for life against normal conditions. Bob Parker said he contacted local welders but received no response. John Ragosta made a motion to select Ideal Fence to build the new gate, Nick Binder seconded the motion and the Board voted unanimously to have Ideal Fence build the new gate.


Nick called Mr. Lassiter, head of the condo developer’s group Beachfront properties to inquire about the letter we sent him and the city regarding damages incurred during development of the drainage system. Charles Lassiter told Nick he passed everything onto John Nock. It was agreed to give John Nock a week to respond.

Nick asked Gary Larson what the status of the As Builts was for the drainage system. Mr. Larson says he has a copy but they have not been certified yet. Nick also asked the City when WOHA can expect a copy of the Conditional Use Permit granted to the condo developers. He was told they are waiting to get it from Attorney Dobson.

Via email Bobby Crum, a member of the ARC, requested permission from the Board to allow the ARC send a form letter to those property owners potentially in violation of covenant 4.5 which addresses the appearance of landscaping. The Board discussed the matter and emailed the ARC the policy to be followed regarding potential violations of covenant 4.5. Policy stated that the ARC would report any potential violators to the Board. At least two Board members would then examine the properties. For those properties the Board agreed were in violation the Board members would speak directly to the property owners advising them of their responsibilities.
