Minutes From Board Meeting

June 7 , 2010


The Board of Directors of the Whispering Oaks Homeowners' Association met at the Watson Realty Building at 3175 A1A South, St. Augustine Beach at 7 pm on Monday June 7, 2010. The following Board members were present: Andrew Birchall, Bobby Crum, Bette Mac Dowell, Bob Parker and John Ragosta. Member absent: Walt Walton.

The meeting was called to order by Bobby Crum, President, at 7 pm.

Bette Mac Dowell read the minutes of the May 3rd Board meeting. Bob Parker made a motion to accept the minutes as read and Andrew Birchall seconded. The motion was unanimously approved.

COMMITTEE REPORTS:

ACCOUNTING:

John Ragosta presented a detailed monthly financial report to the Board for review. The WOHA checking account balance, reserve accounts, budgeted items, outstanding dues and total funds for 2010 were read and discussed.

John stated that 9 members are delinquent paying the 2010 Association fees. The Board discussed their actions needed to follow the Association By-Laws of January 11, 2003. The By-Laws state that a $25 late fee be charged after 60 days, a lien may be imposed after 90 days and the delinquent member will be responsible for all legal fees plus 18% interest. These members will also have all WOHA voting rights revoked.

ARCHITECTURAL REVIEW:

Andrew Birchall reported that a concrete road apron has been broken during the preparation for building at Lot # 9 owned by Clint Richardson. He also stated that he will contact Tony Brown regarding the improper storage of a large volleyball net in front of his house at Lot # 28.

OPERATIONS:

Bette Mac Dowell reported that Old City Gate Company was called for emergency service of the Madrid Street gate. It is now functioning properly. Their service charge was $85.

Bette reported that she also contacted 7 other fence/gate companies to obtain information for future service of our gates. Three companies were sent a "Request For Proposal of Entry Gate Maintenance". They were asked to submit the completed proposals by June 15, 2010.

Bob Parker reported that he is installing the new lights at Big Magnolia Circle by the retention pond. He will move the new lights back from the road eliminating future damage by passing vehicles. He will also secure the camera at the Madrid Street gate which has become detached at the post.


LANDSCAPE:

Bobby Crum stated that the contract with Lawn Ranger will expire next month. The Board will review their proposed 2010-2011 contract before renewal.

Bobby made a motion to alot $100 for the purchase of shrubs at Leonardi's for the Beach Blvd. entrance. Bob Parker seconded and the motion was unanimously approved.

COMMUNICATIONS:

John Ragosta suggested that the frequency of the WOHA Newsletter be increased. Bobby Crum asked that the Board donate articles for a Summer Newsletter.

OLD BUSINESS

The Board discussed the long ranged planning of our road resurfacing. Bob Parker said that we could secure proposals for the future road resurfacing project.

NEW BUSINESS:

Bobby Crum reported that standing water is a problem on Big Magnolia Circle in front of the Zydell's property. The Board discussed the action needed to correct this. The Board will review these options at a future meeting.

Bobby also reported that the drainage pipe which lays between Keifer's and Kenyon's properties is clogged and needs to be cleaned of debris. Bob Parker said that FPL should be contacted to first identify where electric lines are buried in that area to avoid injury and interruption of service.

Bobby Crum told the Board of severe erosion at the common area just west of the Blackford property on Whispering Oaks Circle. Andrew Birchall and Bobby Crum asked the Board for their approval of spending $50 for soil and sod which they will install themselves. Bette Mac Dowell made a motion to approve $50 for soil and sod for this project. Bob Parker 2nd the motion. The motion passed with 4 yeas and 1 nay submitted by John Ragosta.

Bob Parker discussed the long range project of installing paver blocks at the Beach Blvd. entrance. The Board showed interest in this long range future plan.

Bette Mac Dowell asked if she was permitted to paint the white poles at the Beach Blvd. keypad area. They were damaged by a vehicle last year and never painted. The Board agreed this would be a favorable project.

The meeting was adjourned at 8:50 pm.
