Minutes From General Meeting and Board Meeting

June 17, 2006

The WOHA Board met at 10 a.m. Saturday, June 17 at the Andersons'.

Present were President John Ragosta, VP Dave Anderson, Treasurer Pat
Moyer, and Director Nick Binder. Operations co-chairman Bill Griffith
and landscape chairman Bobby Crum were also present.

Board members who have kept tabs on the progress of Chuck Hardwick
Fence and Gates inc.'s recent work for WOHA reported that the need to
back-order parts is delaying repairs, and requiring meanwhile that the
front gate remain open. Damage caused by a drainage engineering truck
striking the front gate was immediately addressed by the contractor.
Initial inspection suggests that the concrete supports may no longer be
adequate to support the weight of the gate.  (To reduce the likelihood
of subsequent damage by wide vehicles, both sides of the gate will open
simultaneously after repairs are complete. A change in the gate code
will be announced in the next WOHA Update Newsletter.)

Bobby  recommended that photos be taken soon of the front gate and sign
to document potential future damage caused by a manhole installation in
the vicinity in connection with the ongoing drainage project.

Lindsay Varner informed Bobby that the firm is not interested in
continuing to provide lawncare services for Whispering Oaks. Bobby
presented the results of a call for bids from three additional
companies, including The Lawn Ranger, Total Lawn Care of St. Augustine,
Inc., and Angie Monroe's Lawn Service.  He recommended that the board
award a contract to The Lawn Ranger on a tryout basis for a few months,
based on his committee's preference for a "full-service solution" that
includes trash pickup among other aspects. (The committee also includes
Susie Lantz, Sandy Kenyon and Chris Ragosta.)

The board agreed to take the committee's recommendation under
advisement for a decision within the next few days.

After hearing the committee's recommendation of drought-resistant Bahia
grass on all slopes and floors of retention ponds, the board agreed to
include this specification in its landscape package to be sent to the
developers. Information provided to the board and the committee by
Keith Fuller will also be used in assembling the landscape items. Board
members agreed that the commons area should be better defined as such
by a comprehensive approach to landscaping, including a bulkhead on Big
Magnolia Court, in conjunction with returning the commons to a more
natural state. Nick Binder said no project completion date is yet
available from the developers, but that late July is likely.

Nick Binder and Dave Anderson will arrange a face-to-face meeting as
soon as possible among the board, developers' representatives and city
officials, including City Manager Max Royle, who are overseeing the
drainage project to assess progress up to now and to  exchange
information.  Dave  said the time, date and place of this meeting will
be posted on the WOHA bulletin board.

The board renewed its pledge to mitigate as far as possible the current
neighborhood-wide disruption and unsightliness caused by the
developers' long-delayed agreement to comply with implementation of a
legally-mandated drainage plan.
