Minutes From Interim Board Meeting

May 1, 2005

 

Meeting opened with welcoming statement by president of the Board. Secretary, John Blackford was not present.  Minutes were distributed to Board members.  Treasurer Pat Moyer gave treasurer’s report indicating a checking account balance of $28,579.90, Reserve balance of $5,058.90, and two road repair funds of $1,027.41 and $1,006.46 respectively. Operating expenses since last meeting totaled $1,046.86. Two accounts held deposits of $1,000 from Mr. Chichin and from Mr. and Mrs. Berling respectively as bonds while their homes are under construction. It was reported, and confirmed by Pat Moyer, that there was an error on the web regarding the previous balance of an account that was posted as $6.721.00 that should have been $3,334.53.

The Architectural Review Committee reported the following:

-         Landscaping plan was submitted by Mr. and Mrs. Kifer and approved.

-         Letter was sent to Mr. and Mrs. Morris regarding the repeated illegal parking of their boat on both Madrid Street and in their driveway. Board began a discussion of action to be taken against the Morris’ when Wendy Morris, who was in attendance, stated it would not happen again. The Board decided, therefore, that no action was required at this time. If they continued to park their boat illegally action would be taken in the future.

-         Applications for a portable basketball goal was submitted by Mr. and Mrs. Cubbedge on Big Magnolia Court and for a permanent basketball goal by Mr.Greg West on Madrid St. were submitted and approved with contingent restrictions.

-         Stated that Mr. John Chichin would have to clean up street around his construction site after construction was completed.

-         Some members voiced concern over the approval of the Mr. West’s basketball goal. Bobby Crum, member of the Architectural Review Committee, stated all rules for reviewing the application were followed and Mr. West complied correctly.
 

Landscaping Committee reported:

-         Upcoming clean-up day.

-         Progress on front entrance sign. Sign was being redesigned to lower cost from $14,200 to approximately $12,500.

-         Plan to have tree on islands and on common property would be trimmed as necessary.

 

Operations Committee reported:

-         Difficult trying to keep up with light bulbs burning out in street lamps

-         Drainage problems persisting. Developers of Condos in front of our sub-division requested an extension of their building permit. City Commission ruled that developers have until September 2, 2005 to get an approved drainage plan for Whispering Oaks sub-division from the St. John ’s River Management Authority or them, nor anyone else, will ever be permitted to develop on the property in front of Whispering Oaks.

Communications Committee reported:

-         Newsletter would be published in about a month. It would be distributed electronically to members for whom we have email addresses and by regular post for others

-         Communications committee wants to assemble a member directory

Board member Dave Anderson talked about his investigation into safety issues revolving around our roads built on dunes. He has talked to Walk Florida an organization out of Atlanta as well as folks at North Florida University. He has received some safety materials and information. Dave said he is also in touch with the St. Augustine Beach police officer in charge of traffic. He plans to discuss this in greater detail with membership as he can make more sense of the information and try to get cooperation from outside experts.

Mr. Chris Wetjen lodged a formal complaint, in writing, against Mr. Chichin regarding sand blowing into his yard from Mr. Chichin’s vacant lot. Board said they would discuss the matter and look into the validity of the complaint.

Wendy Morris complained she wasn’t asked her opinion about Mr. West’s application for a basketball goal before it was approved by the ARC.

Lightning protection was discussed for gates. No decision was made on how to proceed.

There was a complaint by Mr. Kenyon that people were not cleaning up after their dogs on the parkette next to his house. He could not say which members were the offenders. The Board stated that it was common courtesy for all members to clean up after their dogs and asked all members to comply.

As a point of information Board member Mr. MacDowell asked that if the Board, or anybody else, was going to cut down a tree on a home owner’s property, for whatever reason, that the home owner be notified in advance. Apparently the previous Board cut down a tree on his property without notifying him.
