Oaks Homeowners’ Association Minutes
From Board Meeting NOVEMBER 1, 2010 The Board of Directors of the Whispering Oaks Homeowners' Association met at the Watson Realty Building at 3175 A1A South, St. Augustine Beach at 7 pm on Monday, November 1, 2010. The following Board members were present: Bobby Crum, Bette Mac Dowell, and John Ragosta. Members absent: Andrew Birchall and Bob Parker. The meeting was called to order by Bobby Crum, President at 7 pm. Bobby Crum moved to approve the minutes of the last meeting as posted on the WOHA website. John Ragosta seconded and all voted in favor to approve the minutes.
TREASURERS REPORT: John Ragosta, Treasurer, presented the Board with the current 2010 Financial Report reviewing all budgeted activity. He informed the Board of the year-to-date balance in each of the budgeted categories. ARCHITECTURAL REVIEW: Bobby Crum reported that the construction on 2 new houses is progressing. ARC will assure that any damages be corrected by the builders including the plantings in the common area and repair of the lamp light on Whispering Oaks Circle. John Ragosta made a motion to increase the Builders' Bond from $1,000 to $2,500 effective immediately. Bette Mac Dowell seconded and the Board voted unanimously in favor. OPERATIONS: Bette Mac Dowell reported that the Beach Blvd. gate no longer needs a "party key" now that new slide gate operators are in place. John Ragosta noted that a Board member should be contacted to open the gate for special events. There was discussion regarding the Madrid Street gate. John Ragosta informed the Board that the antenna may not be positioned properly. He will check the antenna for an efficient operation when using our remotes. Bobby Crum asked that the lights at the Beach Blvd. entrance and Whispering Oaks Circle be serviced. Bette Mac Dowell will contact Arc Flash Electric Corp. for an estimate on the work. LANDSCAPE: Bobby Crum reported that he and the Colvins planted annual flowers this weekend at the Beach Blvd. entrance. He said that the irrigation system has been repaired by Water Works.
The Board discussed long range planning for the continuation of fencing along A1A Beach Blvd. as well as future road resurfacing in our community. These will be addressed in future months. Drainage issues that need correcting will also be on the Board's agenda in coming meetings.
The 2011 Budget was discussed and the need for an additional Budget meeting on November 8th was proposed. The 2011 Budget will be mailed on or before November 30, 2010 to all members of WOHA. Bobby Crum also presented the Board Nomination Form needed to be mailed with the 2011 Budget. Bette Mac Dowell volunteered to assist with the mailing procedure. Bobby Crum announced that Jaimie Cacchio has volunteered to oversee the annual holiday decorations project for WOHA. Bobby made a motion to approve spending up to $350 for these decorations. Bette Mac Dowell seconded and the Board voted unanimously in favor of the motion. Bobby Crum updated the Board on possible changes to the property south of Whispering Oaks owned jointly by St. Augustine Beach and St. Johns County. He said that WOHA members should stay alert of any proposed changes for use of this property. Bette Mac Dowell moved to adjourn the meeting and Bobby Crum seconded. The meeting was adjourned at 8:20 pm.
