Oaks Homeowners’ Association Minutes
From Board Meeting October 4 , 2010
The meeting was called to order by Bobby Crum, President at 7 pm.
TREASURERS REPORT: John Ragosta, Treasurer, reviewed all of the WOHA monthly financial activity. He reported that the present balance in the WOHA checking account is $14,679. ARCHITECTURAL REVIEW: Andrew Birchall, Chairman, reported that construction on two properties is underway. ARC will address any issues with the owners as necessary regarding parking problems, debris or damages caused by the construction of their homes. He will also notify owners that trash cans and debris should not be stored outside the homes. OPERATIONS: Bette Mac Dowell reported that the Beach Blvd. keypad pedestal was damaged early this morning. The St. Augustine Beach Police Dept. was notified immediately. An officer interviewed all crews working on the two construction sites. The company responsible for the incident has agreed to cover the expenses for the repair. A new pedestal was installed and the gate system is again working. The Board reviewed our policy for construction vehicles to use the Madrid Street gate. A sign stating this is posted at the Beach Blvd. entrance. Bob Parker stated that a system can be installed for WOHA to view the recordings of the security cameras from a home computer. This will be discussed at future meetings. Bette Mac Dowell made a motion to approve payment of two outstanding invoices to Old City Gates for past service calls and repairs. John Ragosta seconded and the Board voted unanimously in favor. LANDSCAPE: Bobby Crum made a motion to have Water Works repair the irrigation control unit at the Beach Blvd. entrance for an estimated cost of $300. Bette Mac Dowell seconded and the Board approved the motion unanimously. OLD BUSINESS: Long range planning for continuation of A1A Beach Blvd. fencing and future road resurfacing were discussed. Drainage and erosion issues at various locations were discussed. More research is needed to resolve these problems. NEW BUSINESS: Bobby Crum received a proposal from FL. Pipe Tec., Inc. totaling $600 for the hydraulic desilting of the culvert pipe under Whispering Oaks Circle between Kieffer's and Kenyon's properties. Andrew Birchall will also secure additional proposals for this project. Andrew Birchall will research a future project for "bulkhead redo's" as original construction is deteriorating and may become a safety issue. Bobby Crum reported that excess sand from one of the construction sites may be available for use in filling our road drop offs. The builder will notify him if this is possible. The Board Nomination Ballots, 2011 Budget and Annual Meeting were discussed. John Ragosta reviewed the necessary time frame for reporting and mailing of this information to all WOHA members. A special budget meeting will be announced in the coming weeks. Bobby Crum moved to adjourn the meeting and Bob Parker seconded. The meeting was adjourned at 8:30 pm.
