WHISPERING OAKS HOMEOWNERS ASSOCIATION September 7, 2008 - SPECIAL MEETING The Board of Directors of the Whispering Oaks Homeowners' Association met at the St. Augustine Beach Library at 10 am on September 6, 2008. The following Board members were present: Dave Anderson, Pat Moyer, Walt Walton and Bette Mac Dowell. The meeting was called to order by Dave Anderson at 10:10 am.
The minutes of the previous Board meeting of May 27, 2008 were read by Bette Mac Dowell. Dave Anderson made a motion to accept the minutes as read, Pat Moyer seconded. Pat Moyer reported that the damaged electrical outlet at the Beach Blvd. entrance has been capped to prevent any future electrical problems. She reported that Electrical Logic, Inc. has not yet completed the neighborhood lighting project. This includes the faulty photo cell on the lights at the Beach Blvd. gate area. A search for a new electrician was suggested. There was discussion regarding two properties that are not being maintained to our neighborhood's standards. Letters will be sent to the property owners informing them of the problems and will include helpful information on rust removal, etc. Since Bob Parker and Nick Binder were not present the report on security cameras and lenses will be made at a future Board meeting. Dave Anderson said that a parking situation had been resolved with a property owner last week. Also, the routine overnight parking of a commercial vehicle was discussed. Additional warnings will be sent to property owners when in violation of the covenants.
Pat Moyer reported that $3,740.00 for expenses has been paid by the driver of the vehicle that damaged the Beach Blvd. gate. The collection of expenses for vandalism to the lights at the Beach Blvd. gate area in another incident is still pending. This occurred when a driver became stuck in the pond at our entrance. Detective Bolina of the St. Augustine Beach Police Department is working on this case. A letter of thanks will be sent to Detective Bolina for his help after this case is resolved. Dave Anderson said that Nick Binder suggested that all gates be opened during storm/hurricane alerts. This action will eliminate gate problems during power outages caused by extreme weather. Estimates for materials and installation of a fence extension at the Beach Blvd. gate entrance were presented. A motion was made by Walt Walton and seconded by Pat Moyer to contact Lowes in Palm Coast to do the work. This extension will curb strangers riding scooters and bicycles from entering the neighborhood. The complete cost will be $2,920.91. The potential failure to the bulkhead between Lot #10 and Lot #11 was discussed. No action will be made at this time. The landscape budget and current balance was discussed. Pat Moyer reported that the current balance is $1,158.00. Bobby Crum will ask the Lawn Ranger to help us solve the problem of trash accumulating in open areas. The subject of our deteriorating signs was discussed. Pat Moyer will contact Mike Davis, handyman, to give us an estimate of the necessary cost involved to replace all signs and posts. There was also much discussion regarding our weather beaten bulletin board. A motion was made by Walt Walton and seconded by Dave Anderson to eliminate the bulletin board and replace it with a single purpose sign with which to post any WOHA meeting dates.
Bobby Crum addresssed the Board regarding the flooding of properties that back to the proposed park to the south of Whispering Oaks. He said that recent storms have increased the water levels both in his and Bill Douglas' backyards on Spanish Oak Circle. He may contact the City regarding this problem. Bette Mac Dowell volunteered to contact the listing real estate agents of all properties currently for sale. She will request that new smaller wooden "For Sale "signs with wooden posts be used. These will replace the larger metal "For Sale" signs that are now displayed. The meeting was adjourned at 11:45 am. bmac9/07/08
