Whispering Oaks Homeowners’

Emergency Board Meeting Minutes

June 5, 2003

An emergency meeting of the Board of Whispering Oaks Homeowners’ Association was called to order at approximately 7:15 PM at the residence of President Bob Parker.  All board members were in attendance.  This meeting was held due to a sewage line break in phase three of Whispering Oaks.

Treasurer Al Kenyon reported that he had located a break in the sewage line on property owned by Thomas and Donna Jimmerson.  An additional break was located in an area that will be repaired by the county due to their recent acquisition of the lift station.  According to Mr. Kenyon, the county advised that the break must be repaired within one week.  It was agreed by all board members that Secretary Dorothy Ingram would contact Donna Jimmerson on June 6, 2003 and advise her of the situation.  Mr. Kenyon advised the board members that the repairs could be paid from funds currently allotted for landscaping until the responsible party reimburses the funds.

Mr. Kenyon further advised that he met with the St. John’s River Management District who advised that Ralph Morris was not in compliance because his drawings of retention areas are not consistent.  Mr. Morris stated that he would hire an engineer.  It was agreed that the board would need to stay informed on the status of this issue.  Mr. Kenyon advised that he would obtain any further updates.

Mr. Kenyon raised the issue of skateboarding in the community.  Several ideas were provided including posting a sign to prevent all skateboarding, and requesting that property owners sign a release of liability for themselves and their guests.

The board discussed the erosion occurring in the island located at the west end of Big Magnolia Court.  In addition, the cul-de-sac is extremely small and it is difficult to maneuver a vehicle in this area.  President Bob Parker advised that he would discuss the possibility of removing the island with the Zydells who reside at the west end of Big Magnolia Court.

The meeting adjourned at approximately 9:00 PM.
